The Halberstadt CL.II aircraft was designed by Ing. Karl Theis as the first aircraft in the CL series. So far, Halberstädter Flugzeugwerke GmbH (HFW) has been producing licensed training aircraft and D-series fighters. At the request of Idflieg (Inspection der Fliegertruppen), light two-seat aircraft have been designed for the new "C" class. They were fitted with the latest (at that time) 160 hp Mercedes engine. Already at the beginning of May 1917, the planes were flown. Subsequent attempts turned out to be so successful that Idflieg directed the aircraft to serial production.

The first serial Halberstadt CL.IIs reached the front at the Armee-Flug-Park (AFP) or the Army Aviation Park (distribution, supply and repair) at the end of July 1917. The spacious cockpit of the pilot and the gunner-observer housed photographic and radio equipment, thanks to which the aircraft successfully supplied units for cooperation with the artillery - Fliegerabteilung Artillerie FA(A) in the first phase of its use.
