Despite its good performance, it was only built in small numbers and exclusively for the export market.
This type was used in Greece, Yugoslavia and Finland during World War II.
The first production model, known as the Do 22/See, which was equipped with floats, did not fly until July 15, 1938.
The Luftwaffe had no interest in the aircraft, so they were sold to Yugoslavia, Greece and Latvia.
