On April 16, 1932, the US Navy ordered two prototypes of a new shipboard fighter named XF11C-1 and XF11C-2 with a 700 hp Wright R-1820-78 radial engine.
The R-1820-78 Cyclone and the mixed structure of the was completed.
The fourth aircraft under the contract was completed with manually retractable landing gear as the XF11C-3 and was subsequently renamed XBF2C-1 in March 1934 with the introduction of the fighter-bomber category.
At the same time the F11C-2s were renamed BFC-2s.
Armament consisted of two 7.62 mm Browning machine guns and could carry a single bomb of up to 227 kg or four 51 kg bombs.
The BFC-2 remained in US Navy service until 1938.
