As a result of the war, Japan experienced a critical shortage of strategic raw materials for aircraft production, primarily duralumin, as well as a shortage of skilled labor in the aviation industry, which was also overburdened with the production of other war supplies.
The Tachikawa company was tasked with developing a wooden aircraft, and three prototypes were eventually produced, two of which were flown.
After the war, they were shipped to the United States and tested.
