The aircraft carrier Akagi was completed at the Kure Arsenal in 1927. Along with Kaga, it was the Imperial Japanese Navy's first large aircraft carrier built under the Washington Treaty.

The flight deck was a three-tiered configuration unique to the Imperial Japanese Navy, with the lower tier used as a takeoff deck and the upper tier used as a takeoff and landing deck. The middle tier was not used as a flight deck due to the expansion of the bridge and the installation of two twin 20cm gun turrets. A large funnel inclined downward on the starboard side and a small upright funnel were installed, so the top flight deck was also off-centered on the port side, a major modernization was carried out at the Sasebo Arsenal in 1935, and the ship's appearance was completely revamped with a full-length flight deck.
