According to a German law from 1928, motor vehicles with less than 4 wheels and an engine with less than 200 cc displacement could be driven without a license and were also tax-free. There was a corresponding demand, which satisfied companies such as Vidal & Sohn Tempo-Werk. The Tempo E400 and A400 types were built in 1936/37 and 1938-40 respectively. There were different variants with flatbed, box body or continuous body for different purposes, which were used by civilians as well as by municipalities, military and aid organizations.
