The Victor was designed for long-range, low-altitude attacks, but was later restricted to the aerial refueling role when it was no longer considered effective as a strategic bomber.
Due to RAF requirements for greater tactical maneuverability and a higher ceiling, the B.2 variant was developed in 1959, with more powerful Rolls-Royce Conway engines.
34 were built, and some were later converted for reconnaissance and aerial refueling purposes.
