In addition to USAF pilots, the T-38 is also used in the USA by NASA astronauts, with the aircraft being leased from the USAF to NASA.
The US Naval Test Pilot School is the primary operator for the US Navy (other T-38s were previously used as US Navy attack aircraft until they were replaced by the similar F-5 Tiger II).
Some NATO pilots also fly the T-38 as part of joint training programs.
